The king sends for Rosencrantz and Guildenstern who are Hamlet's friends from when he was younger to spy on him and see what he is up too. Creating false statements for them to find out about.
Hamlet calls Polonius a fishmonger which is a metephor for the is a pimp but he doesn't exactly pick up on this. Hamlet knows that Polonius is calling him crazy and that he is asking questions to spy on him but he just goes along with it and actually pretends to be some what crazy or like he has lost his mind in order to spy on people around himself; trying to see how other people act to this.
